USPA NEWS - French President Emmanuel Macron received at the Elysee Palace on Tuesday November 8 the leaders of the 50 industrial sites in France that emit the most greenhouse gases (GHGs) as well as carriers of solutions to decarbonize our industry to accelerate the fight against climate change. This meeting, coincides with the outcome of the return of President Macron from Sharm El Sheikh, during the COP27, where he delivered a remarkable speech, regarding the protection of the planet affected by climate change and the preservation of the biodiversity of which he announced the next One Planet Summit for Biodiversity, in France, in 2023. This meeting is fully in line with the continuity of the Belfort objectives based on three pillars: energy sobriety, the development of nuclear power, the development of renewable energies. The French Head of State, Macron, had moreover announced on this occasion the objective of making France "the first major country in the world to emerge from dependence on fossil fuels, and to strengthen our industrial energy independence in the climate exemplary".

FRENCH PRESIDENT MACRON UNVEILED 3 MAJOR MESAURES AND FUNDS FOR FINANCING THE DECARBONISATION
Among the three major measures announced by President Macron, we must retain the financing of the decarbonization of French industry, the establishment of an envelope of
€5Billion as part of France 2030 including:
o €4 billion for decarbonization projects at the 50 most emitting sites.
o The remaining 1 billion will be devoted to the deployment of low-carbon technologies and support for 26,000 SMEs and ETIs.
This financing will make it possible to finance the first decarbonization projects in
the next months
o For the moment, about fifteen projects have been identified, corresponding to
10 MTCO2 emissions reduction
To accelerate the fight against climate change, the President of the French Republic announced that if manufacturers decide to double their efforts, an envelope an additional €5 billion could be released within 18 months
o This will identify at least 10 MTCO2 of emissions reduction from
more CO2, and to keep our climate commitments.
MASSIVE FUNDS (€5Bn) FROM THE FRENCH STATE FOR FINANCING THE DECARBONIZATION
To finance the decarbonization of our industry, President Macron, has announced the establishment of a total budget of
€5 billion within the framework of France 2030 with:
o €4 billion for decarbonization projects at the 50 most emitting sites. The funds will be distributed according to the quality of the projects with as a criterion the cost per ton of CO2 avoided.
o 1 billion devoted to the deployment of low-carbon technologies (hydrogen,
biomass, carbon capture and sequestration) and state support and its operators (ADEME, BPI France) of 26,000 SMEs and ETIs over the next 5 years to help them finance their transition.
o If manufacturers double their efforts, an envelope of €5 billion additional funds could be released to finance the transition. A clause review will be set up within 18 months in order to study new projects decarbonization proposed by industrialists.

President Macron recalled that ecological planning is essential to achieve the objective of reducing by 2 the emissions of industry by 2030 and the total decarbonization of the sector in 2050. He also invited the leaders of the 50 locations
present in the room to halve their emissions within 10 years. This method will be based on consultation between the State, local authorities and manufacturers.

He then focused on the French developments versus the European Union program, in terms of fixed objectives to be achieved, and especially the Carbon neutrality planned for 2050. He also mentioned the American IRA (Inflation Reduction Act). , which he deemed to be inconsistent with international trade rules of free competition dictated by the WTO. He then insisted on the importance for the European Union of equipping itself with a mechanism for the protection of common industrial interests, thanks to the "Buy European Act". He also praised the France leadership which had adopted the Hydrogen strategy in Industry in France since 2018... President Macron had taken the time to listen to the some of the CEO's (Arcelor Mittal, and President of The Platform of Solutions) who presented their problems, then their efforts to reduce GHG's as well as possible solutions, as requested by the Deputy Minister of Eco-Finance Digital and Industry Roland Lescure, who acted as moderator of this round table. President Macron then took these solutions into account to adapt his speech.
He concluded by recalling the importance of planning the ecological transition of sectors, sites as well as industrial technologies, he asked for the implementation of roadmaps with clear and quantified objectives by sector, by site and by technology.
o By sector: within six months, finalization of all roadmaps revised upwards, by sector and by site, in accordance with European commitments.
o By industrial site: so that the major industrial-port areas,
in particular Dunkirk (59) and Fos-sur-Mer (13) are becoming veritable "hubs
green", by providing carbon-free technologies so that everything works in system, from energy production to carbon recycling, by integrating connections of all these technologies.
o By technology: For France to become a leader in green industries, including hydrogen and carbon capture.
? Hydrogen:
- €3 billion paid to support 22 industrial projects that will use carbon-free hydrogen in their industrial processes such as cement plants, glassworks, fertilizer plants, etc.
- €4 billion to support the production of low-carbon hydrogen by electrolysis in France.
? Carbon capture and sequestration: announcement of a plan within 6 months to integrate this method
