Faced with the challenge of global food security, increased tenfold in the context of the war in Ukraine, France is mobilizing areas declared as fallow for the CAP 2022 campaign. By using the European provision supported by the French Presidency of the Council of the European Union, and which was the subject of a decision by the European Commission on Wednesday March 23, 2022, the Ministry of Agriculture and Food specifies the terms of this implementation. A decree was published today in the Official Journal. In this context of uncertainty and tension, France is mobilizing fallow land in order to increase production. The objective is then to contribute to the securing of French and European supplies, for human and animal food, but also to global balances, in particular for the countries around the Mediterranean and Africa which are dependent on grain imports for their food security.
Thus, farmers can, for the 2022 campaign, on their area declared fallow (excluding honey fallow) at the CAP:
· conduct a spring crop (proteins, oilseeds, cereals - excluding industrial hemp, due to the specific control methods for this crop);
· Cultivate by normally mobilizing the necessary inputs, in compliance with the applicable rules;
mow or graze this area (including in the case of a grain farmer, for example for a neighboring breeder).
In this context of uncertainty and tension, France is mobilizing fallow land in order to increase production. The objective is then to contribute to the securing of French and European supplies, for human and animal food, but also to global balances, in particular for the countries around the Mediterranean and Africa which are dependent on grain imports for their food security.
Thus, farmers can, for the 2022 campaign, on their area declared fallow (excluding honey fallow) at the CAP:
· conduct a spring crop (proteins, oilseeds, cereals - excluding industrial hemp, due to the specific control methods for this crop);
· Cultivate by normally mobilizing the necessary inputs, in compliance with the applicable rules;
mow or graze this area (including in the case of a grain farmer, for example for a neighboring breeder).
This valuation will have no consequence on the calculation of the eligibility criteria for the green payment. The areas will continue to be counted as fallow, both for areas of ecological interest and for crop diversification.
