Two consecutive reports of the joint investigative mission (JIM) now define without ambiguity responsibilities in the use of chemical weapons in Syria. The Syrian army as Daech (ISIS) used chemical weapons against civilians in at least three occasions. These acts are inhuman and unacceptable.France will not accept that the use of chemical weapons in Syria, now established beyond doubt by the UN investigation mechanism and award unpunished.What I want is a clear condemnation of these crimes as part of a resolution of the UN Security Council, under Chapter VII, placing sanctions on the perpetrators.------ The investigation process and award was established unanimously by members of the Security Council; it is therefore for them to draw conclusions from the findings of the reports by the mechanism. The Security Council had declared in 2013 that those responsible for the use of chemical weapons in Syria should answer for their actions.
