USPA NEWS - The French President Hollande intends to appoint Mr. Francis Delon, state councillor, president of the National Control Commission intelligence techniques. The French President Hollande intends to appoint Mr. Francis Delon, state councillor, president of the National Control Commission intelligence techniques. The President of the National Assembly and the Senate President is before the proposed appointment to the committee concerned of each meeting shall decide within the conditions prescribed by the fifth paragraph of Article 13 of the Constitution. Francis Delon was the president of the national intelligence oversight technical Commission (CNCTR). This appointment must still be endorsed by the competent committees of the National Assembly and the Senate, as provided by the Constitution. Aged 64, technocrat, Mr. Delon was Secretary General of National Defence. The CNCTR was created by law on intelligence. It shall be responsible for overseeing the wiretapping operations.
