USPA NEWS - The 17th legislature of the National Assembly in France took place, by secret ballot, at the podium on July 18, 2024.
The five hundred and sixty-nine newly elected deputies were present in the auditorium to vote in person.
It is Yaël Braun-Pivet who was re-elected to this position of president of the National Assembly, following early legislative elections, consequences of the dissolution of June 9, decided by the President of the Republic Emmanuel Macron.
Yael Brau-Pivet, the candidate of EPR (Together for the Republic) Marcon's party, who was elected, was elected, after a third round of voting, and won against Andrea Chassaigne, the candidate of NFP (New Popular Front) a communist candidate, thanks with 13 points difference with the challenger, while the candidate of RN (National Rally, Marine LePen's far right Party)


Here are the Results of the 3rd round of voting:
• Yaël Braun-Pivet: 220 votes
• André Chassaigne: 207 votes
• Sébastien Chenu: 141 votes
• Others: 1 vote


Yael Braun PIvet called for a coalition against the far right, prior to the election, assuming they will do everything they can to defeat the National Rally, Marine Le Pen’s far right party at the ballot box.
THE VOTE WAS TOUGH & TIGHT UNDER PRESSURE SCORING AFTER 3 ROUNDS
In accordance with article 9 of the Regulations of the National Assembly, during the first session of the legislature, it was the dean, Jose Gonzalez, aged 81, who invited the 577 newly elected deputies of the Assembly national to proceed with the election of its President. He thus explained, at 3:10 p.m., from the start of this election session, at the Palais Bourbon, the modalities of this vote. Indeed, the Republican Guard had started a small musical parade arriving from the apartments of the presidency of the National Assembly until now occupied by Yael Braun Pivet since 2022, the first woman to preside over this lower house of the French parliament. “We will call you in alphabetical order, to vote, and place an envelope in the ballot box, and the majority will determine the winner. A new round of voting will be repeated three times, if none of the candidates obtains an absolute majority, i.e. 569 divided by two (569 MPs present out of the 577)
“The vote will close at 4:10 p.m., then we will announce the results after counting the votes. » was explained by the honorary chairman, how the President of the National Assembly is elected by secret ballot at the podium. If the absolute majority of votes cast is not acquired in the first two rounds, in the third round the relative majority is sufficient. In the event of a tie, the oldest is elected.

As no candidate obtained an absolute majority of votes cast in the first round, a second round was organized to elect the President of the National Assembly.

• Sébastien Chenu: 143 votes
• Charles de Courson: 12 votes (does not present his candidacy 3rd round)

No candidate having obtained an absolute majority of votes cast in the 2nd round, a 3rd round is organized to elect the President of the National Assembly.

YAEL BRAUN PIVET’S VOTE WAS CONTESTED BY THE LEFT OPPOSITION
Barely elected, President of the National Assembly, who congratulated her challenger, André Chassaigne, deputy for Puy de Dome, very angry and denouncing this vote of democratic denial. He who was surpassed by the score of 220 votes, of the winner with a difference of only 13 votes, denounces a "stolen" vote and a "nauseating situation": it is a vote [Editor's note: the legislative elections] which was “stolen”. “The people were waiting for things to change, but this gives us even more strength. We are committed alongside the French to respond to their suffering.”
The victorious President Yael Braun Pivet also congratulates Sébastien Chenu, (disappointed) comes third with 141 votes while she is applauded by the voting deputies, and declares “The country is fractured. The French went massively to the polls. Today we have an immense responsibility. The mobilization of voters (during the legislative elections) calls us to an immense responsibility. However, this tiny difference in score encourages members of the opposition, angry at the defeat of their NFP candidate (Left Group having won 182 seats) to contest the vote. The left-wing opposition contested the fact that 17 ministers, also deputies, voted. Indeed, the socialist deputy Christine Pires Beaune, explains to us on the microphone, that “the Socialist Party will appeal to the Constitutional Council, because the fact that 17 ministers, including Prime Minister Gabriel Attal as deputies, then that they are members of the government (resigned since July 16, two days before this vote by the Presidency of the National Assembly..."

According to Mathilde Panot, leader of La France insoumise and one of the leaders of the New Popular Front, “The participation of 17 ministers in the vote for the presidency of the Assembly is a violation of the separation of powers. »

Mathilde Panot, confirms like her colleagues from the Socialist party, an appeal had been filed to challenge the new presidency elected in favor of the Presidential majority. She adds that If article 23 of the Constitution stipulates that "the functions of member of the government are incompatible with the exercise of any parliamentary mandate"... The left castigates a "denial of democracy" Olivier Faure, the first secretary of the PS, denounced a “circumvention of the constitution by having 17 ministers vote”.

Sebastien Chenu, the 3rd candidate of National Rally, speaks of a “Pyrrhic victory”, “unnatural, between the Marconists and the Republicans”, and adds that. “The Republicans who were elected 15 days ago saying that they were the opposition to Emmanuel Macron have just voted for Yaël Braun-Pivet”, and think that this election “circumvents the will of the voters”.

Other protesters criticize Yael Braun Pivet, part of the presidential camp which lost the European elections of June 9 and early legislative elections (June 30 and July 7), would have benefited from the votes of the Republican deputies (Republican Right, group of Laurent Wauquiez, founded since he was elected deputy for Rhône Alpes) in exchange, probably, for several key positions in the Assembly. The issue of these key positions of the National Assembly includes six (6) Vice-Presidents, three (3) Quaestors and twelve (12) Secretaries, which should be allocated to the political forces most represented, by their number of deputies and their power of influence.

LAURENT WAUQUIEZ LEADER OF THE REPUBLICAN RIGHT WOULD’VE NEGOTIATED KEY POSITIONS AGAINST THE VOTE OF HIS DEPUTIES FOR YAEL BRAUN PIVET

Laurent Wauquiez, elected deputy for Haute Loire, was elected on July 10 to be president of the LR group in the National Assembly, renamed "the Republican Right" with 37 votes in favor and 6 abstentions. He succeeds Olivier Marleix to lead this total group of only around sixty seats, from the LR (Les Républicains, Nicolas Sarkozy’s Party) and explains that his group would not participate in a “governmental coalition”. As for Yaël Braun-Pivet, the winner herself, she promises to innovate in her new presidency by taking into account the new balance of power. The EPR group (together for the Republic) now led by Gabriel Attal, the Prime Minister, hopes in this support provided to the new President of the National Assembly, by the DR (Republican Right) the possibility of a future coalition.

The left wing denounces manipulation or even a “denial of democracy”. She believes that the maneuvers of the outgoing majority and the right are preventing her from entering government. Does Yaël Braun-Pivet’s victory portend the arrival of a Macronist Prime Minister supported by LR? Possible. Emmanuel Macron said he would take the poll into account when appointing the prime minister.
After all this, this vote still does not facilitate the choice of the next Prime Minister to be appointed by the President of the Republic, demanded by the left-wing group NFP, which claims to deserve to govern, after their ranking at the top of the results of early legislative elections .

At Some point to current President Yael Braun Pivet as the top option who should re-energize the base and get voters more excited than what they think. The French angry people who massively voted (Over 68% of participation in the anticipated legislative elections) expressed strongly their wish for a radical change.
